Background and Context:
Osijek Software City (OSC) is an informal platform initiated by a group of small software companies to address the skills gap and talent outflow in Eastern Croatia. It aims to foster a strong local IT ecosystem by investing in people and community-driven development.
Problem Addressed:
Small IT firms faced challenges attracting and retaining skilled developers, many of whom were migrating to larger cities or abroad. Traditional VET institutions were unable to respond quickly to tech sector demands.
Solution/Initiative Implemented:
OSC launched a grassroots model based on:
• Regular community events and workshops
• Collaboration with high schools and universities
• Mentoring and internship programmes
• Promoting IT careers to young people in the region
Measurable Results and Transferability Potential:
Increased local employment in IT; several member firms report a 30–40% reduction in turnover. Students enter the labour market with more relevant skills. The model is low-cost, flexible, and replicable in other regions with emerging tech sectors.
