Background and Context:
Established by the Sisak-Moslavina County Development Agency, PISMO (Poduzetnički Inkubator Sisačko-Moslavačke Županije) has become a national hub for the development of gaming and digital creative industries in Croatia. It targets one of the country's most economically disadvantaged regions, aiming to reverse brain drain and support high-potential MSMEs.
Problem Addressed:
Young people were leaving the region due to lack of career opportunities. MSMEs in digital and creative fields lacked infrastructure, training, and visibility. Traditional vocational education did not offer relevant digital or entrepreneurial skills.
Solution/Initiative Implemented:
PISMO incubator provides:
•    State-of-the-art infrastructure (VR labs, motion capture, audio/video production)
•    Specialised training programmes in game design, animation, and programming
•    Support for startup creation and international promotion
•    Collaboration with local schools and VET providers to modernise curricula
Measurable Results and Transferability Potential:
More than 100 start-ups supported since 2018. Over 300 individuals trained. Youth retention in the region has improved, and several PISMO-supported firms have gained international recognition. The model demonstrates how focused investment in creative skills can drive competitiveness, local employment, and staff well-being. It is highly transferable to other regions aiming to build digital micro-industries.
