Italy’s Interprofessional Training Funds (Fondi Paritetici Interprofessionali) represent a long-standing and highly scalable model for financing continuous workforce training. Established under Law 388/2000, these funds are co-managed by employers' associations and trade unions, and are funded through a 0.30% payroll tax that companies can opt to allocate for staff training. MSMEs can access tailored training at no direct cost, which is particularly important for small enterprises with limited resources. The funds support a wide range of topics—from technical and regulatory updates to digital skills and management training. The decentralised approach allows for training to be highly responsive to sectoral and regional needs. This mechanism has become a cornerstone of Italy’s skills development strategy and serves as a best practice in enabling equal access to training for companies of all sizes. Its relevance to NICE lies in its strong alignment with the project’s goals to democratise lifelong learning and strengthen MSME resilience through skill development.
